1. Proposal: Interoperability Working Group for Good Health Pass
- David Luchuk introduced the proposal for discussion and decision; whether to approve and adopt the charter for the Interoperability Working Group for Good Health Pass.
- Karl Kneisasked for clarity on the current state of Good Health Pass, which was announced as a Taskforce under the Ecosystem Foundry WG, at Trust over IP.
- Scott Nicholas (Linux Foundation) offered that, as no Working Group has yet been approved by the Steering Committee, Good Health Pass should be viewed as being in transition.
- Drummond Reedpresented the evolution of the plan for Good Health Pass, from a single drafting group constituting a Taskforce to nine drafting groups under a Working Group providing clear IP/licensing terms and the JDF framework to contributors.
- Karl Kneis asked what has changed in the interim to explain this evolution.
- John Jordan suggested that, where work was previously going to take place across other Linux projects such as CCI, bringing it to Trust over IP provides valuable clarity on where all the components of Good Health Pass will be incubated and developed.
- Darrell O'Donnellsuggested that, with so many different organizations involved, the work requires one logical home for all the pieces.
- Paul Knowles confirmed that the leadership of CCI is not opposed to the shift of work to Trust over IP.
2. Role of ID2020 / Introduction of Dakota Gruener, Executive Director of ID2020 (Mar 23 12:00 PT / 19:00 UTC ONLY)
- Dakota Gruener addressed the committee, explaining that ID2020 is a non-profit committed to the thoughtful and carefully implemented use of user-controlled digital identity, which is comprised of many current Trust over IP members.
- For several years, ID2020 has been working toward verifiable, portable and secure immunization records. The on-going pandemic quickly made it clear there would be a need and call for this work to be brought to bear on vaccination and testing for COVID.
- ID2020 has recognized a risk of fragmentation in efforts (WHO, CCI, VCI) to meet this call. Their intent in launching the Good Health Pass Collaborative has been to weave these efforts and institutions together.
- Given the time pressure for this work, and the framework provided by the JDF model, Trust over IP offers a way for deliverables to be assembled.
- To ensure coherence and consistency across the nine drafting groups, program managers from ID2020 will help coordinate the activities and align the deliverables of the Working Group.
- Karl Kneisasked how Good Health Pass Collaborative envisions its relationship with Trust over IP after the drafting is complete, and whether the WHO had committed to using verifiable credentials in its work on vaccination/testing records.
- Dakota indicated that, after the intense drafting sprint that will run from now into June, next steps will have to be considered. She added that WHO had not yet unequivocally committed to verifiable credentials.
- Charles Walton suggested that ID2020 offers a broad umbrella that will both make it possible to achieve the interoperability goals of a health pass and also provide Trust over IP with a unique opportunity to demonstrate its worth in a very public manner.
