  • Carly started the meeting with a description of how gLEIF governance framework was based very much on the ToIP Governance Metamodel
  • Drummond confirmed that it took about one year to write and one year to refine.
  • John Phillips and Jo Spencer gave an overview of their work for the New South Wales government to architect a solution around VCs.
  • gLEIF, vLEI is simple in that it has only VC type
  • the writing of generic governance for many VC's was a new challenge for them. The governance for the design of the credential and how it would become incorporated into the ecosystem.
  • The idea was to have the VCs be treated legally the same as their paper counterparts (and to recreate paper credentials as VCs in the beginning). By having the same legal standing they didn't have to rework any laws.
  • In government they already have many governance processes that they wouldn't want to recreate, for example they already have risk assessment and other processes.
  • gLEIF - they have lots of information on the issuance of VCs and very li8ttle on the verification.
  • There will be lots of consumers of VCs, commercial, government etc.
  • Question - where is the root of trust for these VC's?
    • NSW has a digital governance architecture that has a single point of access.
    • This makes it easier to incorporate root of trust into their system
    • They have public keys to the credential issuers - using DID docs and public websites, they are probably using the DID:web specification
    • They also talk about the need for trusted wallet providers.
  • The steps of governance - design, build and then run a governance ecosystem
  • What about the role of machine actionable governance? Very useful, probably a 'run' part or phase 2 of governance.
    • first put the human readable governance in place before exploring further opportunities.
    • think about adding machine actionable governance to VCs in some capacity
  • Fresh Work - what did NSW need to create. This would be of Market Interest and something ToIP could supply
    • first they note that the metamodel was an excellent starting point.
    • NSW missed credential lifecycle and governance advice/documentation
    • Trust registries governance help is also needed as well as how the ecosystem presents trusted components.
    • What about onboarding of new issuers?
    • Levels of assurance - even at the level of attributes, start with a simple in or out. The evidence field.
    • What about auditing - necessary, not addressed immediately other than to note the need. It would be helpful to have advice for this as well
    • Need to recognize in a commercial world the in incentives model, how to make the systems commercializable.
    • Also - what is the management of change (and even through the entire lifecycle to the end of life).
