1. Proposal: Interoperability Working Group for Good Health Pass
- David Luchuk introduced the proposal for discussion and decision; whether to approve and adopt the charter for the Interoperability Working Group for Good Health Pass.
- Karl Kneisasked for clarity on the current state of Good Health Pass, which was announced as a Taskforce under the Ecosystem Foundry WG, at Trust over IP.
- Scott Nicholas (Linux Foundation) offered that, as no Working Group has yet been approved by the Steering Committee, Good Health Pass should be viewed as being in transition.
- Drummond Reedpresented the evolution of the plan for Good Health Pass, from a single drafting group constituting a Taskforce to nine drafting groups under a Working Group providing clear IP/licensing terms and the JDF framework to contributors.
- Karl Kneis asked what has changed in the interim to explain this evolution.
- John Jordan suggested that, where work was previously going to take place across other Linux projects such as CCI, bringing it to Trust over IP provides valuable clarity on where all the components of Good Health Pass will be incubated and developed.
- Darrell O'Donnellsuggested that, with so many different organizations involved, the work requires one logical home for all the pieces.
- Paul Knowles confirmed that the leadership of CCI is not opposed to the shift of work to Trust over IP.
2. Role of ID2020 / Introduction of Dakota Gruener, Executive Director of ID2020
- Dakota Gruener addressed the committee, explaining that ID2020 is a non-profit committed to the thoughtful and carefully implemented use of user-controlled digital identity, which is comprised of many current Trust over IP members.
- For several years, ID2020 has been working toward verifiable, portable and secure immunization records. The on-going pandemic quickly made it clear there would be a need and call for this work to be brought to bear on vaccination and testing for COVID.
- ID2020 has recognized a risk of fragmentation in efforts (WHO, CCI, VCI) to meet this call. Their intent in launching the Good Health Pass Collaborative has been to weave these efforts and institutions together.
- Given the time pressure for this work, and the framework provided by the JDF model, Trust over IP offers a way for deliverables to be assembled.
- To ensure coherence and consistency across the nine drafting groups, program managers from ID2020 will help coordinate the activities and align the deliverables of the Working Group.
- Karl Kneisasked how Good Health Pass Collaborative envisions its relationship with Trust over IP after the drafting is complete, and whether the WHO had committed to using verifiable credentials in its work on vaccination/testing records.
- Dakota indicated that, after the intense drafting sprint that will run from now into June, next steps will have to be considered. She added that WHO had not yet unequivocally committed to verifiable credentials.
- Charles Walton suggested that ID2020 offers a broad umbrella that will both make it possible to achieve the interoperability goals of a health pass and also provide Trust over IP with a unique opportunity to demonstrate its worth in a very public manner.
3. Mechanics of GHPC members joining ToIP
- David Luchukexplained the manner in which new members, joining Trust over IP from Good Health Pass Collaborative would complete the membership process and be on-boarded.
- Scott Nicholas clarified that existing members of Trust over IP joining the Interoperability Working Group for Good Health Pass and new members joining Trust over IP and signing the new Working Group's charter would each be presented with an acknowledgment that the Foundation's overall Project Charter is transitioning to a revised version on April 9.
4. Meeting schedule and announcements
- David Luchuk provided an overview of meetings expected to take place in the next two weeks, as well as messages and announcements that will be released, if the Steering Committee agrees to approve and adopt the charter for the Interoperability Working Group for Good Health Pass.
5. Open Discussion
- Scott Nicholas indicated that revised wording in the charter for the Interoperability Working Group for Good Health Pass ought to read "should" instead of "shall" in regard to the expectation that the Working Group will participate and contribute to the ecosystem community of practice in the Foundation. He added that it is the role of the Steering Committee to monitor whether this is occurring or not.
- Karl Kneisindicated that Trust over IP processes are intended to ensure connectivity and collaboration that may not otherwise take place across working groups. Recent examples where this has not occurred were raised. He added that the issue at play is how Trust over IP chooses to manage its ecosystems.
- Paul Knowlessuggested that Trust over Ip has developed valuable expertise across many areas, and this varied input from across current working groups needs to be brought to bear on the Good Health Pass work.
- John Jordanreiterated that it is already the Steering Committee's role to challenge Working Group leads to ensure they are meeting requirements in the development of deliverables. This is part of approving deliverables.
- Charles Walton asked if there are fundamental objections to the approach being proposed that would prevent the approval of the proposed charter for working group.
- John Jordanproposed that important questions being raised in the meeting be pursued after a decision is made on this specific proposal.
6. Resolution
- Drummond Reed asked for any objections to passing the resolution by which the charter for the Interoperability Working Group for Good Health Pass is accepted for adoption.

- Drummond Reedsuggested that addressing major interoperability challenges such as those associated with Good Health Pass is the very reason Trust over IP was created.
- The proposal to create a stand-alone Working Group to host nine drafting groups at Trust over IP reflects, in part, the important benefit to all participants of having transparent IP, licensing and anti-trust provisions under the JDF framework.
- There will be a very short lifecycle for this work: 30 days to a public draft and 60 days to a final draft.
- Trust over IP Steering approval is required to create the Interoperability Working Group for Good Health Pass and adopt its charter.

- Dakota Gruener introduced ID2020 and emphasized the role of public-sector organizations along with private companies in advancing its work toward the global adoption of secure user-controlled digital identity.
- The use case for vaccination and test credentials has been prompted by the COVID pandemic, but ID2020 has been working on secure immunization records as part of its identity mandate for several years.
- Launching the Good Health Pass Collaborative has been part of ID2020's response to the risk of fragmentation in the market response to the need for vaccination and test credentials. Working with Trust over IP will help resolve pressing interoperability challenges into a coherent frame.
- To ensure coherence and consistency across the nine drafting groups, program managers from ID2020 will help coordinate the activities and align the deliverables of the Working Group.
- Brian Behlendorf offered that several Linux Foundation projects, including Linux Public health and CCI, may participate in the development of deliverables under the proposed Working Group. Further, groups that have not yet engaged with Trust over IP (such as DIF) may choose to become involved as well. Good Health Pass provides an opportunity to lay groundwork for progress on verifiable credentials and identity use cases well beyond vaccination.
- John Jordansignalled that Trust over IP as a community is excited to be working together with ID2020 and alongside Linux Foundation, and is eager to get started.

- The proposed Working Group sets a template for how other ecosystem projects may emerge and evolve at the Foundation.
- Drummond Reedemphasized the importance of the importance of the community of practice for ecosystems that is emerging at Trust over IP through the leadership shown by the Ecosystem Foundry Working Group, which is the "front door" to the Foundation. Good Health Pass is intended to enhance this community of practice.
- sankarshansuggested the efficiency of the approvals process for deliverables at Trust over IP will be tested by the Good Health Pass work.
- John Jordanthanked Brian Behlendorf and Linux Foundation for their leadership and support in advancing this initiative.
- Steve McCownasked how the Good Health Pass Collaborative and proposed Working Group at Trust over IP relates to other initiatives such as the work of the European Commission.
- Dakota Gruener proposed that the Collaborative intends to identify threads of activity, such as at the European Commission, that can be influenced by the expertise and critical mass operating through the Interoperability Working Group for Good Health Pass. The level of technical depth for Good Health Pass is expected to exceed, and be helpful to, other such initiatives.
- Brain Behlendorf indicated that Linux Foundation intends to host summit-style events, similar to the paper-credentials summit run by CCI, that will be useful to people working in the drafting groups.
6. Resolution
- David Luchuk asked for any objections to passing the resolution by which the charter for the Interoperability Working Group for Good Health Pass is accepted for adoption.
