Good Health Pass compliant impleme= ntations must offer a pap= er based alternative, bas= ed on standard QR code formats and interoperable with their digital counterparts.
An all-digital solution to health passes is simply not an option w= hen it comes to combating a public health crisis. Simple, easy-to-use paper= credentials must be an option so those in lo= w-resource settings or those who do not own =E2=80=93 or wish to use = =E2=80=93 a mobile phone are not excluded.
However paper credentials have numerous challenges when it comes t= o identity binding, including the potential for fraud and counterfeiting. L= ike digital credentials, they need to be verifiable as authentic, unaltered= , and issued by an authorized issuer. And they need to include at least eno= ugh identity binding data so they can be manually verified against an indiv= idual=E2=80=99s other identity documents (if available).
One solution is a printed QR code that can transmit a digitally si= gned credential payload. However such a solution comes with its own set of = challenges, including:
Many of the challenges described in this paper apply equally to bo= th paper and digital credentials. Thus, the primary goal of this Good Healt= h Pass Collaborative workstream is to enable implementations to produce pap= er credentials that are interoperable with =E2=80=93 and contain as many be= nefits of =E2=80=93 their digital counterparts as possible.
